Javier's in Newport is the place to go if you're looking for great ambiance, decent food, and good margaritas. You pay for the total package but not AMAZING Mexican food. Their salsa is ok and I had the enchilada combo plate, which was a little bland for my taste (I've had better enchiladas for $5). Full disclosure, I'm vegetarian and was less than impressed with their menu, but based on other reviews it seems their meat selection is far better.
The building is conveniently located near the friendship heights metro station, two grocery stores (Whole Foods and Giant), shopping, and dining. The apartments are spacious, gym is functional, and garage parking spot is important to me.
HOWEVER, the building/property management office is incredibly rude to tenants. The front desk/"concierge" people are not all bad, but most are not helpful and often rude to my guests as well. Mostly, I have a problem with the management office - they need to check themselves.
